The extensive road networks of Latin
America and the Caribbean show
alarming signs of neglect and abuse.
Gigantic investments, meant to be
longterm, are being destroyed after
relatively few years of use, due to the
absence of adequate conservation.
It is estimated that poor road network
management in Latin American and
Caribbean countries results in an un-
necessary increase in vehicle operating
costs equivalent to betvveen 0.5 and
1.5% of the gross national product* of
each country. Moreover, the resulting
annual loss in road asset value in the
reqion is estimated at some US$ 3.000
million.
There is abundant evidence docu-
menting that the prevailing system of
organizing and financing road conser-
vation is inadequate. Moreover, under
the present system, it is unlikely that
improvements can be made which will
be both substantial and ^sustainable
over the long term. For these reasons,
the time has arrived , to introduce

of road conservation, its separation
from short term policies, and the
