This volume had its origins in the mood of disillusion and despair which followed the Third United Nations Conference on Trade and Development in Santiago in 1972. The prospects for co-operation between rich and poor nations seemed poor and new policies and instruments needed to be considered if the interests of the rich and poor nations were not to become even more unbalanced in favour of the rich. The contributors to this volume consider, analytically and carefully, what unexploited possibilities might be open to the less developed countries, both jointly and individually, in international affairs, which would generate a more equitable outcome.
The issues which are addressed in these papers are of even greater immediate relevance and public interest now following events of the last three years; the success of oil producing countries in revising prices, world-wide inflation, famine in the poorest countries, recession in industrial countries. This volume had its origins in the mood of disillusion and despair which followed the Third United Nations Conference on Trade and Development in Santiago in 1972. The prospects for co-operation between rich and poor nations seemed poor and new policies and instruments needed to be considered if the interests of the rich and poor nations were not to become even more unbalanced in favour of the rich. The contributors to this volume consider, analytically and carefully, what unexploited possibilities might be open to the less developed countries, both jointly and individually, in international affairs, which would generate a more equitable outcome.

All of these have generated enormous pressures upon the international economic system. At the same time the less developed countries have stepped up their pressure for reform at special sessions of the United Nations at which they have declared the need for a new international economic order. This volume makes an important contribution to the discussion of the new international economic order and will prove useful to policy makers in both rich and poor nations as they prepare for the Fourth United Nations Conference on Trade and Development in 1976.
