The prospect of increased pressure for the
resumption of migratory movements, both within
Europe (particularly from the countries of central
and eastern Europe) and between Europe and
other parts of the world (mainly the countries of
the Mediterranean Basin and Africa), has pushed
migration to the top of the political agenda for
the 1990s.
Migration patterns have become so complex and
diverse that international migration is now
a structural phenomenon on a global scale. All
European countries, from the Atlantic to the
Urals, will need to work together, in a spirit of
solidarity and in co-operation with developing
countries, to establish orderly migration policies
jpr based on respect for human rights.
