The International Energy Symposia Series (iess) has been a fórum to enable international deliberation of alternative energy policies. With the theme "World Energy Production and Productivity," it was global in scope and provided room for analysis of both energy supply and energy demand. It alsó went beyond solely technical considerations by seeking to understand energy issues in light of the humán condition as a whole. Symposium I, held October 14-17, 1980, focused on defining the nature of the problem and led to the first volume of this Series' Proceedings. Building on this foundation, Symposium II, held November 3-6, 1981, served as the Series' analytical component. Its presentations and discussions produced the text of the second volume. With this as a basis, Symposium III, held May 23-27, 1982, considered ways to help manage the global energy problem. The international energy exposition that has hosted this fórum is the World's Fair held in Knoxville, Tennessee, from May 1 through October 31,1982. The Fair has been committed to improving international understanding of energy issues affecting the world and, as part of this mission, took the lead role in sponsoring the iess. Alsó instrumental to the Series' execution were the Energy Opportunities Consortium and the iess Program and Organizing Committees, which,assisted by the Fair staff, planned the Series. Primary responsibility for the Series' program development and management and for its Proceedings was assumed by the University of Tennessee's Energy, Environment, and Resources Center. Set within the context of the 1982 World's Fair-a symbol of worldwide cooperation and exchange-the iess was intended to help manage the world energy problem by bringing different perspectives together and coalescing them into a coordinated framework. It is hoped that, through the Series' Proceedings, these integrated perspectives can then inform the energy-related decisions of scientific personnel, government policymakers, and the lay public.
