"China has set the target for establishing a socialist market economy. The decision has had and continues to have a far reaching influence on the education system and process. Since 1985 marked progress has been made in the area of decentralizing educational administrative duties, encouraging all sectors of society to take care of and support the development of education But education in China is still unable to meet the needs of this accelerating reform", wrote a senior educational administrator when asking the IIEP to organize a policy workshop dealing with the following issues in the field of higher education: > How to achieve a compromise between macro-level control of higher education, to rationalize educational structure, and demand-supply balance with the local government and institutions' demand for authority to decide on the development of higher education?
