uring the last few years it has become widely accepted that there is a rieed to promote diversified and integrated rural development in Europe - with a strong emphasis placed upon local solutions for local problems. To this end, European, national and régional policies for rural areas increasingly support the building of 'local capacity' and coopération in partnerships between the public, private and voluntary sectors. Partnerships are used to generate and support local initiatives and to allocate financial support. They imply consensus and openness and an invitation to participate. But are such partnerships really a solution to the challenges that will face rural Europe in the next decade? So far there has been little attempt to appraise recent experience with that question in mind. What kinds of rural partnerships are being established? What do they achieve? And what about transparency and democracy?

This book is a literature review, drawing together what is already known about rural partnerships in eight European countries and linking that experience to relevant theories of planning and development. Written as a point of departure for the EU funded PRIDE research programme (Partnerships for Rural Integrated Development in Europe), it also stands alone as a 'snapshot' and critique of European experience.
