THE AUTHORS: Gwendolen M. Carter, a well-known authority on Afričan politics, heads the Program of Afričan Studies at Northwestern University. Her previous books include The Politics of Inequality, Independence for Africa, Five Afričan States: Response to Diversity, and Afričan One-Party States (the last two as editor).
John H. Herz, a specialist in international politics and in German affairs, is Professor of Political Science at The City College of New York. He is the author of International Politics in the Atomic Age and Political Realism and Political Ideal-ism.
