The Cincinnati Eagle has seen better days, and metro reporter Rick Decker—the brash but immensely likeable hero of The Serpentine Wall—has certainly seen better assignments. His latest is a piece on a famous actress visiting Cincinnati, and he can't even get an interview with her manicurist.
But then a juicy tip-off about a mysterious death comes his way, from, of all people, Decker's girlfriend, Dr. Janet Shoemaker. Someone in Cincinnati has died of bubonic plague—or the Black Death, as it was called in the Middle Ages. Someone who, furthermore, seems to have had no business being in Cincinnati in the first place.
The first victim of what threatens to be an insidious epidemic is a Navaho Indian who had come all the way from Arizona in response to a cryptic message that Litde Bear needed his help. The next victim is the Glad Man, a homeless man who tied garbage bags around his legs.

With the help of Angie Lapola, a cub reporter who dresses like an MTV veejay, Decker delves into this bizarre case and gradually discovers some subway tunnels that seem to lead to nowhere, full of rats that may or may not be infected with the plague. He also discovers that there is no such person as Little Bear, but that there are plenty of people in city politics (and on the staff of the Eagle) who could be described as rats.
