The piper is from County Clare in Ireland, and he arrives in Hamelin just as the mayor, the magistrate, and the aldermen are at the point of despair, having failed to dispose of the town's rats. It seems that only this piper, playing his unique "Irish cheese and bacon" music, may be able to lure away the rats. But will he then lure away the children, too, as in the old story? Of course not. These children are notoriously ill-behaved: They would be "a piper's nightmare." But the town offrcials underestimate the magic of Irish music - "like butterflies and carousels, like ribbons and strange balloons."
