Written by the City Librarian of Liverpool, this concise book provides a bird's eye view of libraries for all who are concerned with the development and use in the modern world of libraries— public, academic, private, industrial, national arid international. The approach is new since it emphasizes the internationaf contribution of libraries and discusses British, American and Russian practice i^n broad outline as well as the practice of selected libraries throughout the world. It aims in particular at assisting library authorities to understand the world framework within which .their plans for development under the PubJic Libraries Act of 1964 should be drawn up. Some of the material was used for a series of lectures on the comparative organisation of libraries, as part of the author's duties as international adviser to a foreign country oh library development. Chandler is City Librarian of Liverpool, President of the Society of Municipal and County Chief Librarians, external examiner of the University of j Sheffield, Chairman of the Advisory „ Committee of the Liverpool School of-Librariartship, and member of the Executive Committee and Couhcil of tlie Library Association; formerly extra-. mural lecturer to the Universities ofv;':: Birmingham, Leeds and Liverpool, t' examlner-tothe Library Association, and UNESCO expert. He has rieceived honours from several foreign couhtries for his international work, and is the author of eight volumes and many smaller works, pamphlets and articles in the natioriaii educational and library press.
