This book is part of a series of pubHcations issued by the Olof Palme Intemational Center addressing various aspects of European, first of all Northern European security. Recent developments, among them the enlargement of NATO with the Czech Republic, Hungary and Poland and the tragic events in Yugoslavia have intensified scholarly debates on challenges facing a new European security architecture.
It is in this context that the Olof Palme International Center together with the Hungarian Institute of Intemational Affairs and the European House, Budapest organised a joint intemational seminar with participation from Northem and Central Europe to address these new security developments and challenges.
