Over the last twenty-five years, a multitude of laws—the Clean Water Act, the Clean Air Act, ' 'Superfund,'' the Resource Conservation and Recovery Act—have been enacted. At the same time the environmental movement has grown from a cause to a more mature movement dominated by the major environmental organizational giants, complete with Washington research and lobbying staffs, glossy magazines, and an intricate network of supporters in Congress and in communities around the nation. Others have also become forces for change—neighborhood groups formed to combat poisoned groundwater, and radical activists fighting to preserve the wilderness.

The environmental movement today is at a critical point.
