The Diplomatic Handbook, first issued in 1970, provides the student-diplomat with a concise but comprehensive source of knowledge useful to those whose task it is to manage the international affairs of nations.
It covers the establishment and conduct of diplomatic relations; the organisation and functions of a Ministry of Foreign Affairs and of a Diplomatic Mission; protocol and procedure; diplomatic privileges and immunities; consular officers and consular posts; and the United Nations, and other international organisations. A number of Appendices also deal with entertaining, international abbreviations, the organisation of the Foreign and Commonwealth Office, and a glossary of diplomatic, consular and economic terms.
Although designed primarily as a "student text book", the work has also proved to be of considerable value to diplomats' wives, and to diplomats whose first language

For this Second Edition the work has been extensively revised and expanded on the advice of the many diplomats who have kindly commented on the text. Facts have been' updated throughout and new developments noted. Newly established institutions such as the Economic Commission of West African States are considered in detail; and the coverage of existing ones such as the European Community is brought up to date. To take account of the ever increasing importance of multilateral diplomacy in international relations, Mr Feltham has provided an entirely new chapter on the practice, procedure, management and diplomacy of conferences.
Mr Feltham is Sub-Warden of Queen Elizabeth House, Oxford, and Director of the Oxford University Foreign Service Programme for diplomats and trainee-diplomats. Vissza
