Titulescu is just one of Romania's great statesmen. About him, a lot has been written. About others, unfairly, too little. Out of all these great men, Titulescu alone succedeed by his entire diplomatic activity to crystallize the perennial features of the Romanians' interaction with other nations and to put together what one might call ''the,matrix of foreign policy of the Romanian modern State."
The present book outlines this matrix and is therefore part of our.national treasury.
As Romanians cannot afford tobe wrong too open in matters of foreign policy this book must be read not only by politicians and diplomats, but also by as many as possible of us.
Its publication today is a necessary restitution to the Romanian nation, at a time when it probably;heeds this more than ever.
