This book focuses on special education in five Gountries: the Netherlands, Russia, Sweden, the United Kingdom and the United States of America. Experts from these countries describe how, in each of their countries, the care for children with special educational needs took shape. Their descriptions reveal that special education is not developed in a laboratory. It is the product of a complex povs^er-play of historic, cultural and social factors all interacting with one another. 'The chapters of this book make it clear that there arc important differences between the special education systems in the involved countries. T'he confrontation with these differences leads to reflection. This reflection can make an interesting contribution to the debate on the future of special education.
