Defense Department spending for strategic submarines, missiles, and aircraft seems likely to rise, despite the strategic arms limitation agreements reached with the Soviet Union in 1972. Explaining why this is so, the authors of this paper-the fourth of Brookings' Studies in Defense Policy-analyze the capabilities and costs of the major American weapon systems and their contributions to strategic deterrence. Emphasizing that political factors weigh heavily in decisions on both offensive and defensive weapons, they explore the range of possibilities open to defense policy makers in the light of continuing negotiations with Moscow. Their analysis suggests that strategic defense costs might safely be reduced from planned levels, but that the decision to cut would depend ultimately on the policy maker's propensity for risktaking.
