The battle of democracy is fought on two fronts: at the level of pure theory and the level of practical response to such theory in the light of the social world. This tension is reflected in the structure of this book. The first part of the book focuses on democracy at the abstract level and explains why it should be valued. The second part examines the theories whose aim is to have application within the constraints set by empirical reality.
