This authoritative new study examines the development of the Russian economy from the period immediately liefore the emancipation of the serfs in 1861, to the collapse of the tsarist regime in 1917. it gives a very full picture of the nature of Russian economic growth, the interaction of economic and social change, and the economic structure, inherited by the Bolsheviks in 1917.

The author argues that the central issues in tsarist economic history were defined in the course of later nineteenth-century debates about the prospects for^ economic, social and political change in Russia. These issues (such as the nature of peasant society, the organization of agricultural production, the pattern of industrialization, the characteristics of the labour and capital markets, and the thrust of government economic policy) have in turn "shaped sulisequent historical views of the Russian economy, hi the course of the lx)ok differing interpretations of the economy are tested in the light of recent Soviet and western scholarship. In order to highlight these differences, the material is organised thematically rather than as a decade-by-decade chronological survey. The reader thus gains a real sense of the complexity and diversity of the tsarist economy, to which no general description of it -whether as 'backward' or 'semi-feudar, at one extreme, or 'modernizing' or 'capitalist' at the other —can do justice.
The Tsarist Economy is the first full-length account of the subject to appear in Eniilish for many years and will be
essential reading for students of modern Russian and European history and economic history. It will also be highly relevant to those studying economic development in the Third World, for whom the Russian experience is of major interest.
Peter Ciatrcll trained as an historian at Cambridge and wrote his PhD thesis on 'Russian Industry during the First World War'. Since 1976 he has lectured in Economic History in the Department of History at the University of Manchester. He has contributed to T. H. Aston (ed.), Laud ¦ Use and lemirc in Medieval England (CUP, 1985) and P E Leeson and M. M. Minogue (eds.), Dci'clopiucnt Studies (Manchester UP, forthcoming).
