The work deals with the nature of state and social control, the conduct of socialist public administration and control. Central control patterns shaped in several socialist countries are discussed. The reader will find convincing argnments as to why the involve-ment of laymen in control is important for democracy.
The corresponding control patterns in socialist countries and in the West are examined with the comparative method.
